Essay

Object – State Pension System. Purpose – to deepen theoretical and methodical regulations and to develop practical recommendations in relation to improvement of the functioning of non-governmental pension funds under the condition of restructuring pension system of Ukraine. Methods: dialectical, abstract and logical, historical, systematic and structural, statistical analysis, expert evaluations, correlation and regression analysis and analogies. Results: deepening of theoretical and methodical regulations and substantiation measures aimed at solving practical problems of the non-governmental pension funds as subjects of non-governmental pensions and expanding their role in the state pension system. Novelty: special pension schemes for migrant workers, which provide the opportunity to pay a one-time pension contribution, have been supported for the first time, in particular in the form of securities, which provides the opportunity to use the mechanism of indirect participation of migrant workers in the non-governmental pension system by means of purchasing state pension bonds; conceptual apparatus in the sphere of non-governmental pension system, in particular defining the definition of such terms as “pension fund” and “mechanism of finance management of non-governmental pension funds”, has been improved; scientific and methodical approach to assess the reliability of non-governmental pension funds based on four groups of indicators: market position, financial position, level of risk and stage of development, has been improved; propositions concerning simultaneous introduction of mandatory funded and occupational pension systems, based on the unity of their economic and administrative features, convergence of basic parameters of their functioning and differentiation of the sources of pension contributions, have been supported; the mechanism of investment of assets of non-governmental pension funds has been developed, which provides the opportunity to involve non-governmental pension funds in implementation of public-private partnership, based on the principles of project financing through the acquisition of infrastructure-guaranteed bonds; theoretical principles of the regulation of non-governmental pension funds on the basis of risk-oriented supervision provided by state regulators and strengthening internal risk management systems at the level of non-governmental pension funds and subjects, which manage the assets of non-governmental pension funds, have been further developed. They are implemented in the activities of the Department of Economic Development, Investment and International Cooperation of Ternopil Regional State Administration, Pension Fund of Ukraine in Ternopil Region, PJSC «KINTO». Scope – activity of the Ministry of Social Policy of Ukraine, Ministry of Finance of Ukraine, National Commission for State Regulation of Financial Services Markets, Committee on Social Policy, Employment and Pension Provision of the Verkhovna Rada of Ukraine.
