The set of methods and approaches to the city budget formation in the system of interbudgetary relations are suggested, they are based on using the relevant financial instruments of the effective management of budgetary resources, including the prospective budget planning and forecasting, the budget balance, evaluation of budget indicators, which will improve the quality of planning revenues, financing local expenditures, efficiency of budgetary control, increasing the level of economic development of the territory. The methodological approaches to monitoring the planning and execution of budget revenues and expenditures of the city is developed by using the method of relative indicators. Improved provisions of creation an effective mechanism of the city budget formation in the system of interbudgetary relations, methodological principles of planning the city budget, approaches to the perspective forecasting budget revenues of the city, which are based on indicators of economic trends in the development of administrative territorial unit, dynamics of revenue. Experience of local budgeting in developed and transitional economies are summarized and systematized. Exposed provisions to determine the characteristics of the city budget formation in the system of interbudgetary relations, approaches to forming a balanced city budget.
