The thesis provides complex historical-legal analysis of legislative framework of the State Senate of the Ukrainian State, the basis of which was the Law "On the Formation of the State Senate" dated July 8, 1918. The paper looks into the political and social conditions in which the legislation on the State Senate was adopted. It is important to note that further amendments to the law on the State Senate were very minor as it ceased to exist after a few months of its formation. The reason for that was the occupation of Ukrainian territory by the Russian Bolshevik troops. The dissertation compares the European institution of cassation with that in the State Senate, shows similarities and differences between the procedural laws in Romano-Germanic and Anglo-American legal systems.
