The dissertation is devoted to the comprehensive study of state-legal doctrine of Pavel Novgorodtsev in its connection to modern theoretical and practical political and legal problems. The paper highlights the key stages of Pavel Novgorodtsev's life and political activities and sets philosophical and legal sources of his views. The dissertation reveals Novgorodtsev's views on the theory of popular sovereignty and related political and legal institutions, and conducts a comparative legal analysis of some of the ideas of Pavel Novgorodtsev with popular state-legal doctrines.
