Dymnich O. Social insurance system and the ways of its improving in Ukraine

The thesis is devoted to the construction of optimal functioning model of Ukrainian public social insurance and pension, which should take into account the financial priorities of the state and at the same time - the interests of social insurance subjects. The social security role and its place in solving population's social protection problems in Ukraine reveal significant underestimation. Its proved that the obstacles to the further development of an effective system of compulsory public social insurance are: not enough balanced approach to the organizational structure of social insurance system in Ukraine; neglect the synergistic effect of the combination both social and private insurance; economically unjustified volume of the Single Social Payment, which is an obstacle to the legalization of Ukrainian labor market and does not solve the problem of adequate financial support of compulsory public social insurance system for the performance of its functions under the insurance protection of the population; non-transparency in the funding the social funds consumptions; the lack of effective state control for their activities.
