Buryak Y. Normative legal acts of local state administrations in Ukraine: general theoretical characteristic

Dissertation is devoted to the comprehensive general theoretical research of normative legal acts of local state administrations; their legal nature is considered, their place in the system of subordinate legislation is determined. Functional analysis concerning the comprehension of a normative legal act of the local state administration is made. Law-creating activity of the local state administrations in the light of enactment of a normative legal act of the local state administration is highlighted. Concept and the content of a normative legal act of the local state administration is revealed, principles of the local state administrations law-creating activity are de? ned. Within the research limits, the author analyses the procedure of drafting and enactment of normative legal acts of local state administrations and proposes the modes of its evolvement. The need for the adoption of the separate law “On norma-tive legal acts” is raised. The peculiarities of normative legal regulation of law-creating process in local state administrations are highlighted.
