Essay

The dissertation is focused on studying information coverage of the USA foreign policy in the Middle East based on the rescarch of respective theoretical results of political science. Information coverage is proved to be an integral part and key driver of foreign policy efficiency. The aforementioned information coverage has certain specility depending on the respective region. The state policy has two information coverage specilicity aspects: providing information for decision-making process and further coverage of the decision implementation. Therefore the necessary precondition for effective information coverage of state foreign policy is an inalienable link connection between the forms of state policy in this sphere and the forms of its information coverage. The practice of public diplomacy of the US is based on the substantial reserve of "soft power" of the state, a mission shaped on the governmental level in order to push forward the democratic values and freedom in the international arena. In addition to informing the audience of political values of the state, the US public diplomacy is aimed on reaching the feeling of common social interests, and isolation of enemies. In long-term perspective the US public diplomacy is aimed at transforming the culture of states-objects, often without assuring the appropriate feedback and dialogue. The instruments cover all available directions (active and reactive communication, exchanges, diplomacy of acts, i.e. granting aid for development), given the demands of modern information and communication area (the use of new instruments of Web 2.0) and is based on the coordination of efforts of governmental actors and active interaction with non-governmental organisations. Social media serve as a factor of ensuring the US Middle East policy, and also as the environment of confrontation between terrorist groups and Western world. They may be used for influencing the foreign community via the measures of political information, manipulative and destructive nature. The combination of traditional foreign policy activities with modern communicative technologies makes possible governing the perception of US Middle East policy, its social values and image in the international arena by foreign audiences. Also social media may be used for preventing crisis situations or managing them, solving regional or national problems, which makes possible efficient interaction of international relations actors. The media component of the US Middle East policy is shown up in the cooperation of the US authorities with media, on the one hand, and managing information streams on the other hand, in order to position US interests in the region of Middle East, regulating conflicts on the American scenario, the establishment of political regimes, loyal to the US. In the same time the contradictions in the positions of US media towards the Middle East policy testifies to the specific features of its image in the information space.
