Object of study: regional administration. Objective: is reasoning theoretical and methodological framework, the development of scientific and practical recommendations for improving the mechanisms of strategic planning in the regional administration. Methods: analysis, synthesis, scientific abstraction, comparative and statistical analysis, synthesis and logical grouping, system-structural analysis,decomposition, economic modeling, configuration, correlation, regression and discriminant analysis. Results: development of theoretical and methodological principles and reasonong applied scientific recommendations for improving the mechanisms of strategic planning in the regional administration. Novelty: proposed an approach to strategic planning of regional social and innovation system; improved methodical approach to the formation institutional mechanism of strategic planning in the regional administration; obtained the further development of systematization functions of strategic planning in the regional administration, unlike the other three based on the principles of three-partnership (government, community, business) and others. Introduced in the activities of the Committee on Construction, Urban Development, Housing and Regional Policy of Verkhovna Rada of Ukraine, Ministry of Regional Development, Construction, Housing and Utilities of Ukraine, Kyiv Regional Council and Municipal Management Academy.
