The aim is developing theoretical principles and elaboration of practical recommendations as for the formation of the system of management of educational services quality at higher educational institutions on the basis of the process approach. The object of the investigation is organizational and economic components of the process of management of educational services quality at higher educational institutions. The subject of the investigation is methodical aspects of planning and implementation of the system of management of educational services quality as the component of the management at higher educational institutions. Changes in the external conditions аre creating additional risks for the operators of the market of educational services. The only proper response to them should be a greater emphasis on the part of owners and managers of domestic higher education institutions to implement a system of total quality management.Urgent issues of the management of quality of educational services that are provided by higher educational institutions are considered. In this context the nature of quality as an economic category is defined. The variety of educational services and the approaches to its measurement and evaluation are systematized. In the context of designing the quality management systems approach the proposals as for the application of quantities methods of measuring the quality of education in higher educational institutions are offered. The state of affairs in the domestic market of educational services and practical experience of management are analyzed. The methodical principles of construction of the university system of quality education are determined. The organizational structure of management of quality of educational services, the prospects for application of this process approach, university employees' motivations are proposed. Results of the study found in the introduction: Admiral Makarov National University of Shipbuilding, Khmelnytsky National uiіversitete, Institute of Economics and Management of the National Aviation University.
