The thesis solved scientific task of researching and giving a theoretical substantiation of the role and place of environmental organizations as subjects of state environmental policy development and implementation. The thesaurus is revealed, a comparative analysis of terminology using in the foreign and domestic practice is made. Terminology and definitions usage peculiarities are grounded and new definitions of public environmental movements, environmental NGOs are proposed.
