Dissertation is a complex scientific and systematic study of the questions of criminal liability for unlawful acts of works that propagandize violence and cruelty, racial, national or religious intolerance and discrimination. In this paper defined the theoretical and methodological bases of research criminally liable for the illegal actions of works that propagandize violence and cruelty, racial, national or religious intolerance and discrimination. Particular attention is focused on the foundations and principles of criminalization, as well as historical and comparative legal aspects of the regulation of the responsibility for this crime. The objective and subjective signs of the illegal acts of works that propagandize violence and cruelty, racial, national or religious intolerance and discrimination are examined in the dissertation.
