The study advocates the position that the main priorities of the welfare state in questions of securing the adequate standard of life are: (a) improving the quality and standard of living; (b) clear delineation of state and collective bargaining regulation of wages; c) the progressive increase of the minimum wage; (d) establishment and maintenance of state guarantees in wages; (e) the size of deductions from wages, including the size of tax revenues; (f) enhance the protection of workers' rights to timely and in full receipt of wages.
