Essay

The thesis is a comprehensive study of parliamentarism in Ukraine as a factor in a state creation from its historical origins to the present day. The paper substantiates the notion of parliamentarism. A multi-dimensional structure of parliament is considered. Particular attention is paid to the analysis of features of parliamentarism in modern Ukrainian state, parliamentary governance and determination of areas of improvement in the modernization of society and of political and legal reform. The common actions of the state and society, the rule of law and civil society forms a new quality of governance, based on a culture of parliamentarism as constant feeling of state and civil society each other and in recognizing by partners the importance of dialogue between government and society, all citizens.
