Lyn J. State financial control and audit in the management of efficient use of public funds

The main aim of the work is to improve activity of the state financial control bodies that will arise the efficiency of budgetary funds use. Author proposed new principles of state financial control, improved definition of "performance management of budget funds". The work considered institutional and methodological components of performance management of budgetary funds and performance audit as a special kind of the state audit. Ukrainian system of the state financial control and the status of public funds use were analyzed, also the main problems in this area were determined. Author presented the features of international and national audit methodology and made the comparative analysis of the evaluation of effectiveness in the performance audits realized by Ukrainian and United Kingdom SAIs. The system of assurance quality of state audit, related to improvements in public financial control and rising of its efficiency is submitted in the thesis. Efficient model of the relationship between taxpayers and the government bodies regarding state funding target was displayed. Improved "product-oriented approach" to the state financial control, which provides professional assessment of the government bodies activity effectiveness, implementation of the main directions of state policy, and to develop audit conclusions and recommendations.
