The thesis investigates the criminological bases for forming the penal policy of Ukraine. The methodological bases for investigating penal policy of Ukraine have been ascertained. The term "penal policy of Ukraine" has been defined; the content and structure of the present penal policy of Ukraine have been ascertained. Special attention has been paid to the subsequent introducing of penitentiary policy international standards into penal policy of Ukraine. The thesis ascertains the special features of transforming the penal policy of Ukraine at the present stage.
