Essay

There were developed and substantiated methods of a complex evaluation, which was based on the selected model of a determination of the force composition and ways to response on emergencies. Also there were given appropriate methods of their use, which let to evaluate the functioning state of structural and functional mechanisms of territorial civil protection subsystem and according to their values to define necessary group of forces and ways to response a relief emergency operation. Moreover, practical recommendations for improving structural and functional mechanisms of territorial civil protection subsystem were developed.
