Tolpygo O. Conceptual frameworks for political and administrative relations in public procurement in Ukraine

The thesis proved theoretical and conceptual principles for the organization of synchronized interaction of subjects of political and administrative relations in the field of public procurement, the totality of which, by strengthening the role of civil society will be more effective to meet social needs and create fair competition environment in this area. In particular, the thesis presents the results of a comprehensive study of thesaurus concepts "state policy in the field of public procurement", "public administration in public procurement", "political and administrative relations in the field of public procurement", which allowed to offer authors' view definition. The identification and generalization of theoretical and methodological approaches to the study of the concept of "state policy in the field of public procurement" made it possible to determine the place of state policy of Ukraine in the general typology system of species and directions. It is argued, that the relationship of the concepts of "state policy in the field of public procurement", "public administration in public procurement" is a policy, which forms a certain segment intersection and interpenetration of these activities that is institutionalized as a political and administrative relations. The study of the nature of relations in the field of public procurement in the public-administrative dimension, considering their complexity and multi aspects, led to their authors' definition. It has been proved the optimal criteria for the classification of political-administrative relations. It has been systematized and updated the principles of relations in the field of public procurement, which establish the conceptual foundations of effective government strategy to meet social needs and to improve the procurement process. The comprehensive study of legal support and establishment of political and administrative relations in the field of public procurement has been investigated in the plane of transit political and administrative systems; the periodization of evolution of this relationship has been made; the focus on the integration of public procurements in Ukraine to the EU public procurement market has been set. The research defined objective conditions for institutionalization of political and administrative relations in the field of public procurement in Ukraine. It has analyzed the current state of institutional support and institutional environment components, the meaning and essence of which have been disclosed through executable functions and components. The author proved the expediency of the use of synchronization methods for organizing and providing of interdependent processes between subjects of political and administrative relations in the field of public procurement. The model of synchronization of political and administrative relations in the integration management process as the lifecycle process of public procurement has been developed in accordance with its allocated phase. The thesis proved the relevance of a particular study of synchronization of administrative mechanism; the use of STEEP-analysis of external environment model of synchronization of political and administrative relations in the field of public procurement. The complex of innovative technologies of three sectors in accordance with the model of synchronization of political and administrative relations in public procurement has been determined: crowdsourcing technology for the formation of optimal solution to ensure social needs; creation of coordination councils; for site-project for interaction of public policy and public administration in public procurement; road mapping. The role and place of public audit as a content part of a model has been actualized; the structure of its institutional framework, objectives, basic methods and criteria for implementation have been determined. The offers concerning feasibility of proposed conceptual foundations of political and administrative relations in public procurement have been formulated through the development of a roadmap.
