The thesis agreed date scientific and applied problems of developing the alternative mechanism of housing investment that aimed at expanding the role of investment in institutional investors sector such as stakeholders of development construction project. This investment will provide additional resources for domestic construction companies in current and future conditions and increasing investment attractiveness of development construction project. To ensure the effective functioning of alternative mechanism through targeted funding, it was offered the system of public investment audit. This system provides a combination of tools for resource-scheduling of building process and financial monitoring by the Association of housing investors during the all period of realization of the investment and construction project. In addition, it's improved a method of choosing the mechanism of housing investment. The method provides synthesizing the absolute and relative factors in integrated hierarchical model. Absolute factors calculation based on determination of extremes range of key indicators such as NPV and IRR of the construction project. Relative factors calculation based on method of paired comparisons. This method will enable the manager of the construction company choose the best mechanism of housing investment. His choice based on comparative analysis and quantitative and qualitative evaluation of possible alternatives. The practical application of the developed alternative mechanism of housing investment are applied tools of public investment audit system and method of choosing the mechanism of housing investment that based on unified design-oriented complex programs of supporting a decision-making - "Expert Choice".
