Novak O. Constitutional and legal bases of formation of local government in Europe: a comparative legal aspect.

The thesis is devoted to complex analysis models and mechanisms of formation of local government in Europe. The necessity of concrete practical proposals for implementation by Ukraine of a number of international standards related to the implementation of voting rights at the local level. The features of the constitutional and legal regulation of methods of forming local governments in Europe and admninistruvannya electoral process. Investigated the elections as a key method of forming local governments, analyzed the types of electoral systems used in different countries in municipal elections. Considered atypical ways of giving powers of local government officials in Europe. Analyzed the practice of different types of electoral systems for local elections in Ukraine. A village / city council can elect the majority system, while the superior council - the open preferential party lists.
