Object - serves the state budget as the basis of financial provision of state functions.Purpose - scientific substantiation of theoretical and applied principles of government expenditure, and their role in socio-economic development of the state, identify problematic aspects of the financing of state functions, and development of recommendations on improvement of planning and financing of budget expenditures.Methods - dialectical method of scientific cognition and systematic approach; methods of observation, synthesis, formalization, grouping, comparative, graphic, economic and statistical analysis; extrapolation techniques, integrated approach and the economic and mathematical modeling.Results - scientific substantiation of theoretical and methodological foundations of the system of state budget financial security functions of the state, forming conclusions and practical suggestions for improving implementation of its elements.Novelty - improved theoretical and methodological approaches to forecasting state budget in the medium term given the structural dependency ratios of current and capital expenditures in the context of the general and special funds of the State Budget of the total expenditures of state budget; The mechanism of complex financial and analytical assessment of funding government expenditure by function expenditures; improved scientific approaches to the medium-term budgeting, result-oriented, with clear principles and outlining its scope in accordance with the Budget Code of Ukraine.
