Essay

The thesis is based on a comprehensive system analysis, it examined conceptual principles of city management based on partnership and provided recommendations for enhancing its effectiveness. The research proved theoretical principles considering city management on the principles of partnership as a system that is characterized by openness, dynamics, complexity, which develops in a conditions of a changing environment and active elements. The main factors affecting the efficiency of the use of partnerships at the level of the city are the lack of effective opportunities for full and systematic control by the citizens over the activities of the local council, lack of information about the content of decisions made by city councils, the complexity of the monitoring process of policy implementation in the city, deficient statements about the activities of local authorities, non-transparent budget processes, lack of coordinated and correct partnership policy, imperfection of the legislative framework of partnership relations; unclear definition of the role of the participants in the public and business - organizations and their status in the partnership; the formation and functioning of local self-government on nontransparent basis and underestimation of human capital; lack of proper promotion of positive examples of partnership interaction; no connections are configured, which would contribute to the exchange of experience in implementing of social and business projects; lack of material base as well. It is accented, that the use of the principles of partnership in the management of the city will improve the quality of understanding and trust between the partners; it will constructive contribute to partners interests; awareness of interdependence included in the process of partnership participants; clear definition of their objectives and roles, optimize the allocation of powers within the framework of the partnership; accountability; maximization of interaction. It was determined, that in the current economic and political conditions of the country's partnership arrangements between local governments, businesses and non-governmental organizations, can become a real tool for overcoming the crisis and accelerate the pace of socio-economic development of cities. This research provides with recommendations for the establishment of the organizational structure of the partnership management in the structure of the City Council in the context of institutionalization of partnership mechanisms in the city management. The approach to the evaluation of partnership projects at the city level is proposed.
