Essay

Normative legal basis of legal life in Ukraine in 1917–1921 was extremely controversial that had been caused by collision of fundamentally different, partly conflicting legal values and simultaneous action of law with different origin and supported by rival political forces. The positive side of legal life was impetuous legislative activity of all state regimes with emphasis on constitutional legislation and lack of communication between governmental agents and citizens.
