The dissertation presents a comprehensive analysis of the intellectual heritage of Yulian Romanchuk - public, political and state leader of the second half of XIX - early XX century under whose leadership society of Western Ukraine led a purposeful struggle for official recognition of Ukrainian national movement in Galicia and the proclamation of an independent Ukrainian state in Austro-Hungarian monarchy. The state creative focus of the party-parliamentary activity of Yulian Romanchuk is shoved and proved that it is structured around the following issues: political and legal basis of Ukrainian statehood; features of evolution of Ukrainian independence revival idea in his state and legal views from autonomist-federalist to national state¬hood; legal and social aspects of the state as a major political and legal institutions; the implementation of ideas of people power and democratic principles in the system of government and their constitutional design; the legal basis of international relations, etc., which have not been the subject of legal analysis yet.
