Pushko-Tsebulyak Y. State Public Control at The Regional Level: Organizational Aspects

Thesis is devoted to the scientific and theoretical analysis of state control in Ukraine at the regional levels and the improvement of implementation system of supervisory powers by the authorities in the regions. The essence of state control is proved and types of controls are classified. The regulatory support and the organizational aspects of state control on the regional level of other countries, as the USA, Russia, France and others were analyzed. Through a comparative analysis of the Laws of Ukraine "On Local Self-Government in Ukraine", "On Local State Administrations" the legal foundation for implementing the supervisory powers of the authorities of the regional level is established, and the coordinating role of local state administrations is proved. Ways of improving the organizational system of state control at the regional level and the formation of an integrated regulatory system of state control in the managing system at the regional level are suggested. The necessity of creating a single legal, organizational, informational, analytical and staffing support for state control at the regional level is proved and the components of mechanism of improvement are defined. The organizational structure of coordinating mechanism of control activities at the regional level, the concept of integrated control at the regional level, method of control by financial authorities at all the stages of budgeting are developed.
