Theoretical and methodological principles as to the determination of the essence and types of bank resources have been intensified in the thesis. The interconnection between the terms "resource base", "bank resources", "bank capital" and "resource potential" have been proved. The main functions of the resource base of banks and its role under conditions of economic instability have been determined. Scientific and methodological approaches to the classification of elements of the resource base of the bank with the distinguishing of essential features which reflect the specific character of the bank system functioning in the competitive environment, take into consideration the resource flows direction concerning the bank and their outcome, method and sources of the resources formation, economic essence, time characteristic etc. have been grounded.There have been done the estimation of the effectiveness and completeness of the resource base of banks use on the basic of the main indexes which characterize the effectiveness of the bank functioning and are among the most important criteria during the evaluation of the resource base of banks effectiveness and completeness of its use, influence on the increase of profitability and the decline of the threat of their bankruptcy. Peculiarities of the formation of mechanism of the resource base of banks antirecessionary management have been cleared up. Scientific and methodological bases of the reengineering of financial business processes of the bank, the introduction of recommendations of Basel III by native banks have been developed.
