The thesis is devoted to complex research of legal principles and of the functioning of the Institute of General Governorship in Right-Bank Ukraine in the nineteenth - early twentieth century. Based on comprehensive analysis of published and archival sources, historiography achievements the legal bases for the creation and further evolution of the Institute of General Governorship of Right Bank Ukraine are examined. The activity of Kyiv governors-general, their legislative initiatives, relationships with governors and noble government agencies is analyzed.
