The thesis is devoted complex research of relations between the state and public organizations in the modern epoch of rapid and dynamic changes of development of society - epoch of globalization. It is determined that an effective cooperation of the state with the public associations is possible only if it exists in legal form. In the relationship of the state and public associations find expression following main trends: public associations play an important role in the modern political process; they are perceived as important partners that bring added value and facilitate the development and implementation of public policy.
