Essay

In this thesis were analyzed the theoretical foundation of public policy research, defined and refined the basic concepts and categories, which are used in the research in public policy, were indicated some of the approaches to the understanding, which we can find in the foreign and modern sciences. Also in this thesis was shown the essence and place of public policy in modern models of democracy. In it were defined the features of public policies in the process of democratic transformation and found out some way of rationalizing in public policy. In this thesis was clarified the essence and lit the place of public policy as a component of a modern democracy, was demarcated the public policy, which appears in the communication process, and administrative command - which artificially simulates legitimacy. There were considered the main advantages and disadvantages of the theoretical foundations of public policy. It is proved that public policy in the scientific tradition of political thinkers - is not only the development and implementation of administrative decisions by the state, but also the democratic participation of various interest groups, state and non-state political actors in the political and administrative process. The main their purpose is to achieve a comprehensive solution of social and political problems with the procedures of coordination of interests in direct political action of the government. Deepening understanding of the "political" in public policy, which were reflected in the further development, from the perspective of political science, the value of a number of concepts. These concepts include: "public policy"; "public sphere"; "a sphere of public policy"; "civil society"; "democracy," "political rationality"; "discourse". All these concepts are served in the author's scientific interpretation of dissertation On the basis of investigated literature it was developed and proposed author's definition of the concept of "public policy". According his view, public policy is a set of interaction of public authorities and civil society institutions which aim is to develop effective management decisions.
