The dissertation is devoted to the research of theoretic and practical aspects of a problem of education development as a key factor of the system of labour force reproduction. The author explores the investigation methodology of nature of labour force reproduction and its factors structure, provides rationalization for the value and the role of the education in the system of labour force reproduction and accomplishes the systemization of approach of education effectiveness assessment. There was analyzed the skilled labour forming factors in the innovative economy conditions, marked the main trends and the prospects for further development of the national higher education system, explored the labour market role in the skilled labour training process. There were proved the existence of the substantial connection between higher education and global innovative index and located the position of Ukraine among the countries of the world in plane of this dependence. There were offered and proved the main directions of the financial support improvement of the skilled labour training field and the directions of innovative development of education field. There was explored a methodological approach to the forming of educational cluster in the labour force reproduction system at a level of a region, which implementation permit to create effective educational cluster and to determine the strategic promising directions and lines of labour force training of.
