Essay

The dissertation analyses the regular consolidation of the concept "officer" in the Law of Ukraine, describes the evolution of this normative definition in the Ukrainian law and its modern understanding. The author's definition of the circumstances aggravating liability is suggested. Such ones (except for the qualifying features) are also proposed to consider all the circumstances where the situation of the guilty is "deteriorating" i.e. according to the appropriate circumstance the "promotional" institutes of the criminal law cannot be applied to him / her.
