In the thesis the conceptual approaches to the formation of the state regulation of the banking system, based on the isolation of regulated at the micro and macro levels; structuring factors affecting the environmental conditions of implementation of regulatory influences; methodological principles defining its elements. The methodical approach to macro-prudential analysis of the banking system from ROK model, the results of which application is predicting the onset of the banking crisis and identification phases of deployment. The system of indicators and developed a comprehensive indicator of the banking crisis through continuous monitoring which identified the fact of the banking crisis and develop appropriate regulatory influences. The methodical approach to balanced-differential regulation of banks based on the criterion of their impact on systemic risk.
