Serebryanska D. Allocation of expenditures among local budgets of different levels in context of fiscal decentralization

The object: a set of economic relations arising in the process of providing and financing of public goods and services by local governments. The aim: the theoretical and methodological provisions and practical recommendations for improving the allocation of expenditure responsibilities in the system of local governments and expenditures between levels of local budgets under fiscal decentralization are validated. Research methods: historical and logical; systemic; comparative; quantitative analysis of financial and economic indicators; experimental, abstract and logical. Novelty: the conceptual approach to the distribution of expenditure responsibilities in the system of local governments and of expenditures between levels of local budgets, based on the use of suggested set of principles and criteria is worked out. It will improve the efficiency of local governments at various levels through better consideration of the needs of the population in local public goods and services as well as economizing use of local budgets. Research findings are required by the Accounting Chamber of Ukraine, by the committee of Verkhovna Rada of Ukraine on Science and Education, by the Finance department of Sokyryany DSA in Chernivtsi region, Institute for Economics and Forecasting of NAS of Ukraine", National Academy of Statistics, Accounting and Audit of State Statistics Service of Ukraine.
