Thesis is a comprehensive study of a human and civil right to education in Ukraine and the constitutional and legal mechanism for its implementation. The paper presents the formation periods ofa constitutional human and civil right to education during the development of the Ukrainian state and law-making. The constitutional and legal mechanism for the implementation of a human and civil right to education is considered. Its concept and structure as well as the interaction and interdependence of its elements are defined. The educational legal relations are justified as elements of the constitutional and legal mechanism for implementing the human and civil right to education. In particular, their concept, features, structure and function are determined.
