In the thesis the essence and importance of the information base of agricultural land formed on the basis of the lease for the development of land and mortgage market justified that the information base system of land and mortgage market is one of the elements of the market mechanism, along with the cost and utility of land affects the definition optimal and equilibrium of the economic system of land tenure and land mortgages, as well as the storage location of data registered in one or more organizations that are characterized by a specific address conservation. Proved that the institutional environment of land and mortgage lending information base includes agricultural land market as part of an innovative mechanism of influence on the efficiency of the organization of land use and protection and supplemented land and property information system with two subsystems and 9 th blocks.
