Khumarov O. Introduction of market mechanisms in the sphere of handling the extrass of greenhouse gases in Ukraine

An object is processes of forming of market relations in the field of handling the extrass of greenhouse gases (GG) in an atmosphere; an aim is de-termination of conceptual principles and development of market mechanisms of handling the greenhouse gases extrass; methods - to the analysis and synthesis, inductions and deductions statistical, comparative analysis and graphic interpretation, methods of logic and structural analysis, institutional method, grouping and classifications; novelty: conceptual bases of application of mechanisms of Kyoto protocol are worked out for forming of internal carbon market, that consist in conditioning of economic motivation of reduction of GG extrass on the basis of the use of "bubble" principle; a concept "internal carbon market", essence of that, is improved, it is exposed from the point of view of commodity-money relations, as spheres of free commodity-money turnover of carbon units into the state; institutional approaches to forming of economic relations in the field of turnover of quotas on extrass; the methodological going is near classification of administrative transactions, that include the transactions of distribution of quotas, transaction of production, transaction of exchange, choice of projects of general introduction, quotas and determined at the level of the state, regions, subjects of menage, and used in the process of determination of expediency of alternative variants of reduction of GG extrass; criteria and signs of classification of grant of administrative services that take into account the features of sphere of handling the GG extrass; the methodical going is near the estimation of efficiency of decline of GG extrass in an atmosphere, that additionally take into account alternative charges taking into account transformation. Theoretical and practical results consist in development of conceptual principles and market mechanisms of management the GG extrass, organizations of internal carbon market, for the improvement of processes of regional management handling the extrass of greenhouse gases and forming of institutional infrastructure of market of quotas on the extrass of greenhouse gases in Ukraine.
