Pimenova M. Financial support for state programs of resource conservation in Ukraine

The purpose of the dissertation research is the disclosure of theoretical foundations and development of practical recommendations as for improving the efficiency of financial providing and realization of the state resource saving programs in Ukraine and making good use of effective financial implements of the resource saving stimulation.Theoretical and methodological basis of the thesis is the dialectical method of cognition and the systematic approach to the economic processes and phenomena studying.In accordance with it such methods as dialectical and abstract-logical, comparative, monographic, graphic, statistical, systematic, and structural ones are used in the study.The necessity of the integrated approach to the development and implementation of budgetary policy in the sphere of financial support of the state resource saving programs and the mechanism of its stimulation are considered in the thesis.The organizational and functional model of the resource saving state programs' financial support has been developed in the work. This model takes into account the institutional environment and allows to predict changes of the resource saving state programs' conditions and the external and internal factors influence on them.The results of the study will be used for the improvement of the state resource saving programs financing in the aspect of solving the most significant problems for the society concerning its environmental and energy-efficient planning and the development of the state private partnership in the main areas of resource saving.
