Essay

The thesis for Ph.D. degree on specialty 05.01.02 - Standardization, Certification and Metrology assurance. Ministry of Education and Science of Ukraine, Odessa State Academy of Technical Regulation and Quality, Odessa, 2015. The thesis is devoted to improvement metrological assurance of precision measurement of electric power. Was made the analysis of metrological assurance of precision measurement of electrical power. The basic metrological characteristics of National standard of the unit of electric power (EP) and Secondary standard of the unit of (EP) were researched. Elements of traceability the results of precision measurements of electric power were reviewed. Which are the basis for comparing the results of measurements of electric power which played back by National standard of the unit of EP and Secondary standard of the unit of (EP). Degrees of equivalence of national standard unit of electric power of Ukraine were established with national standards unit of electric power which are stored in National Metrological Institutes of other countries. All of them took part in international comparisons COOMET.EM-S2 to assess and confirm the CMC of Ukraine, which is published in KSDB BIPM. Linking the results of key comparison EURAMET.EM-K5.1 and supplementary comparison COOMET.EM-S2 was made. Using specially developed method of remote calibration precision working standards with specialized software "Remote Calibration System MI RC - 1.0.0.0." were held remote calibration of control precision working standards of electric power. For the first time was performed expert evaluation the group of specialist-metrologist of measurement of electric power in Ukraine, which revealed the most and least qualified specialist-metrologist in this area. Using specially developed method of evaluating competence of metrology experts using specialized computer programs developed by integrated assessment competence of experts with the uncertainty of data "Competence UD 1.0". Group expertise of metrological assurance of measurements electric power were done using specially developed method of group expert evaluation activities metrological assurance of measurements on the basis of competence of specialist-metrologist which was previously valued and developed specially software "Expertise КЕ 1.0".
