Boichenko E. Legal regulation of economic activity of military units of the Armed Forces of Ukraine

The thesis is devoted to researching of relationships, arising in the process of organization and implementation of economic activity of military units of the Armed Forces of Ukraine. Complex research of legal regulation of economic activities of the Armed Forces aimed at obtaining additional sources of financing of the defense needs was made, substantial elements of this activity were studied and supplemented, the features of the economic and legal status of military units, the legal regime of property assigned to the Armed Forces, as well as peculiarities of accounting and using funds derived from the results of their own economic activity were explored. The main attention is paid to the legal nature of economic relations arising from troops’ economic-income activity. It was established that for the military units of the Armed Forces of Ukraine this activity is additional to their primary one – preparation and implementation armed protection of the country, has a non-profit orientation and is objectively predetermined by the need of time for which as historical and legal genesis of military economy on the territory of Ukrainian state and foreign experience testifies. The necessity of regulatory separation military units of the Armed Forces of Ukraine into three categories relatively the specifics assigned to them drill and combat tasks and available logistical base was substantiated. Legal description of forms and types of authorized economic activities for the armed forces was carried out. That resulted proposition of directions to improve its efficiency by supplementing those inherent in a military organization as well as contribute to maintaining professional skills of servicemen at the appropriate level. The numerous changes and amendments in the legislation in order to improve legal regulation of relations arising in the sphere of military economic management were proposed.
