Object: the process of implementing democratic reforms of the public administration in Ukraine. Objective: To study the theoretical principles and legal aspects of the organization of the public service in modern Ukraine and practical recommendations for their improvement. Methods: A multidisciplinary approach, idealization, generalization, analysis and synthesis, comparison, historical, system approach, abstraction, graphic. Results: developed a reform-mobilization model of public service, argued the need to introduce a period of reforms and anti-crisis measures in Ukraine.
