Chaban V. Funding of the social sphere development in Ukraine

In the dissertation, structural-functional model of funding of the social sphere development has been offered. The approaches to define main stages of evolution the national funding mechanism of education and science, health, culture, social protection sphere have been improved.The study generalizes and systemizes experience in formation and implementation of financial mechanism for support social development in countries with developed economies and economies in transition to improve the institutional framework of financial policy in social sphere. The dissertation reveals the essence of funding mechanism of social sphere as adoption instrument for regulation the social development. In the paper, approaches to enhance fiscal effectiveness of funding mechanism of social sphere have been investigated. Priority trends in budget policy in order to improve the funding level of social sphere have been determined. It also justifies the necessity to provide institutional changes in the defined funding mechanism.
