Ostapenko A. State support for development of the bus building sub-sector in Ukraine

The dissertation is aimed at solving applied scientific task of further developing the theoretical-methodical and practical recommendations for determining priority measures of the State support for the bus building sub-sector in Ukraine.Status of the world market related to bus building in the terms of big buses production segment was analyzed, a generalization of the bus building development in Ukraine in the context of recent trends and crises in the world economy was carried out. The normative-legal documents, State target programs, conceptions and strategies of the State support for the bus building sub-sector in Ukraine were analyzed. Eventual consequences of Ukraine's accession to the WTO in the context of the automobile production sub-sector have been suggested. Essence of the concepts of both production competitiveness and area competitiveness have been clarified. An integrated estimation of the competitiveness related to the bus products by the producers in the bus building industry sector of Ukraine and its competitors in three market segments, based on quality indicators with their subsequent integration into components, has been completed. A positioning map for the products of the bus building industry in the domestic market in the plane of «price – competitiveness level» has been created. A formula for calculating the competitiveness of bus building industry with taking into account three factors has been proposed. In order to optimize the State support for the bus building sub-sector of Ukraine, implementation of a complex of interrelated measures on the basis of industry's influence as well as impact on producers have been proposed. Priority directions for development of the bus building sub-sector in Ukraine, which are in need of a primary State support in such constituents of competitiveness as «agility», «security» and «comfort», have been identified.
