Breslaveс T. Funding mechanism of scientific progress in Ukraine

The present thesis aimed to describe and investigate theoretical and methodological basis of science funding. In the dissertation, author revealed the essence of funding mechanism of scientific progress. The methodological approaches to planning of budget research expenditures for three years period are improved, that helps to increase the level of government management in the field of stimulation scientific and technological progress. The study generalizes and systemizes experience in research funding in countries with advanced economies and economies in transition. Priority trends of government policy to fund scientific and technological activities are determined. In the paper, approaches to justify the role of funding mechanism of scientific progress in the system of economic development are improved. Formation and development features of domestic funding science system, which includes basic and applied researches and technology, are defined. It also enhances the institutional basis of budget policy in the field of adjusting government spending on science.
