Adamenko I. Financial policy as an instrument of socio-economic development

In the thesis approaches to stengthen the financial part of socio-economic development are proposed, also author offered transparent and efficient model of public finance management. Approaches to provise financial regulation in the system of economic transitions; medium-term budget forecasting in the speare of tax revenues are improved. Besides that, methodoligical basics to conduct an assement of the efficiency of fiscal mechanism, which based on the aggregate economic indicators are proved. We got further provisions on disclosure of the economic substance of financial policy as an instrument of socio-economic development. The study generalizes and systemizes experience in formation of financial policy and public finance management in countries with advanced economies and economies in transition in order to conduct macroeconomic stabilization and increase the level of welafare. Approaches to formation of financial policy in the system of state regulation of the economy, based on increasing the efficiency of public expenditures and consider changes in socio-economic and institutional environment of society are revealed.
