The approaches to medium-term financial and budgetary forecasting, that based on using of econometric models, considering of the state macroeconomic purposes, set of endogenous and exogenous economic, financial identification of relevant interrelations between them are developed. In the dissertation, bases of state financial regulatory system of the economic development are proved. The study generalizes and systemizes experience in implementation of financial policy in countries with advanced economies and economies in transition to increase an investment country rating as criterion of financial and economic efficiency. The dissertation further develops the definition of state financial regulation. Approaches to determination features on stages of development the domestic state financial regulatory system are improved, that considering its institutional structure, macroeconomic variables and economic liberalization; methodological bases of financial policy in the sphere of management of state ownership are refined; it also justifies medium term directions to improve system of the state financial regulation economy.
