Puchko A. Public financial support for innovation in Ukraine

The thesis aimed to describe and investigate theoretical and methodological basis of formation and development the system of public financial support for innovation. In the dissertation, we justified the methodological basis to conduct competitive selection of investment and innovative projects. The classification of forms and methods of public financial support for innovation is developed. The directions to improve the public financial support for innovation are justified, which conclude integration, corporatization, development of mechanism of indicative financial planning and project management in the state enterprises. Methodical approaches to finance innovation process that based on choosing option of direct crediting, participative funding and guarantying are clarified. These actions aimed to stimulate innovation in the economy. In the thesis, mechanism to assess the efficiency of public financial support for innovation is improved. In addition, criterions of budget, social and economic efficiency are proposed. Approaches to define the essence of public financial support are improved. Besides that, author investigated activity of public research funds in the sphere of financing technological cooperation.
