Petryk O. State regulation of guarantees of scientific-pedagogical staff and mechanisms for their implementation

The object of study - the process of state regulation of scientific and pedagogical staff (SPS) guarantees in the higher education system in terms of reforming the mechanism for its implementation. The purpose of research - a generalization of theoretical positions and development of scientific and methodological approaches to the implementation of the process of state regulation of SPS guarantees, development of proposals for the reform of the mechanism, taking into account the legal framework to guarantee the specified categories of workers, which will increase the prestige of research and teaching activities, and It will also contribute to ensuring an adequate level of social protection of the data involved in the educational process. Methods of research - analysis and synthesis, theoretical generalization and comparison, the system and the statistical analysis, complex task, induction and deduction, descriptive modeling. The practical significance of the results is that the application of theoretical and practical content to improve state regulation guarantees SPS ensures the creation of preconditions for effective professional activity data of the participants of the educational process in accordance with their role in society, which, in particular, improve the incentive system of their professional growth and also provides an innovative nature of scientific, educational and educational process. The scientific novelty of the research lies in the fact that the first category of "guarantees the SPS" formulated as special participants in the educational process in higher education, which allowed the classification of the guarantees in accordance with the labor, social, security, pension and education legislation. The mechanism of realization of state regulation guarantees SPS on the basis of monitoring the current state of scientific research to ensure their guarantees problem; a model of organizational-economic sphere of the control mechanism of higher education in the aspect of state regulation guarantees SPS activities as participants in the educational process and their implementation mechanisms; methodological approach to the evaluation of multi-effectiveness of the implementation of the reporting mechanism, based on the system of multi-dimensional performance of professional activities of the SPS, the SPS mechanism for implementing safeguards through the development of strategic management of technology in higher education in the direction of implementing the SPS guarantees improved. The definition of "SPS" as special participants in the educational process in higher education; approaches to formation of legal and regulatory framework of state regulation of ensuring the rights, freedoms and responsibilities of participants in the educational process, and in particular the SPS; theoretical basis of the principles of state regulation of SPS guarantees in Ukraine through the improvement of the economic importance of the concept guarantees the SPS as the specific participants in the educational process in higher education have been further developed.
