Object of research - government processes. The aim - to develop scientific-methodological and practical recommendations for creating conditions for the decision-making and implementation mechanisms development in public administration. Methods - systematic approach; analysis and synthesis method; comparative analysis and analogy method; the synthesis method, integrated and systematic approach; the induction method. The practical significance of the dissertation results used in practice Druzhkivka City Council, Mariupol City Executive Committee, as well as in the Donetsk State University of Management educational process. Scientific novelty of the results is the study and development of complex theoretical and methodological approaches and practical recommendations for the development and management decisions in public administration on the basis of the transition from a functional to a process-organizational support as well as development information and analytical support mechanisms for the state-making adoption and implementation. The first time the scientific and methodical approach to creating conditions for the development of mechanisms for decision-making and implementation in public administration. Improved organizational and public-making quality information support; state-making general classification scheme. We got further development of the public administration theory in the lane transition from public administration to public management, the main task of improving public-management decisions national scientific school at the present stage, the economic and mathematical modeling processes as a tool to support decision-making state; basic forms of performance used in the decision making tasks.
