Vostrikova N. Improvement of the institutional mechanisms of public water management in Ukraine

Object of study: the processes and mechanisms of public administration of water resources in Ukraine. Objective: deepening of the theoretical and methodological foundations and development of practical recommendations on improvement of organizational mechanism of public administration of water resources in Ukraine at the national, regional and local levels according to the basin principle. Methods: historical-chronological, abstract-logical, analytical-monographic, comparative legal, structural-functional, statistical-economic. Results: deepening of the theoretical and methodological foundations and development of the scientific and practical provisions on improvement of the organizational mechanism of public administration of water resources in Ukraine on the basin principle. Novelty: the fundamental structural-logic scheme of the mechanism of public administration of water resources which makes the basis for a systemic model of managerial decision-making is developed; the conceptual framework of organizational and functional reforms of the system of public administration of water resources in the country is improved; the methodical approaches to the state regional policy formation are further developed according to which, unlike the existing, the new state regional formations like "water regions", etc. are proposed to be singled out. The results are introduced in the activities of the Rivne Regional Department of water resources, National University of Water and Environmental Engineering. Areas of use: public authorities and local self-government.
