Factors of the managerial capacity development of the railway companies have been analyzed. It has been demonstrated that special attention and monitoring should be in place in order to assess the impact of the two groups of factors: organizational-legislative (type of organizational structure, managerial style, the organizational labor process and company reputation, etc.); and economical-motivational factors (efficiency of organizational management, motivational factors, evaluation's system, etc.). The evaluation of the impact of these factors will contribute to the validity of the management of human potential in the transport industry. The system of organizational and economic principles for human potential management of railway companies has also been clarified; the following basic principles have been highlighted, such as: system planning, effective communication, consistent implementation and objective monitoring.The above mentioned research likewise allowed to justify the conceptual approach of the parity management in application to the railway companies by focusing on the priority of human potential development. The suggested conceptual approach is therefore based on a combination of social and economic partnership.The study also demonstrated that the system for evaluating the effectiveness of human potential management in the industry requires that objective processes of economic intellectualization and the essential needs to change an evaluation approach from "costly" to "investment-oriented" are equally taken into account.
