Sotnyk V. Ecological target program financing mechanisms

The thesis studies theory and practical recommendations of the financing mechanisms of the ecological state target programs. The essence of the state target programs, program-target method of the budget expenditure side management has been studied and the classification features of the state target programs have been considered. Evaluation method of ecological target programs was improved by introducing integrated indicator of social efficiency. The current state of the target program financing and implementation of the ecological oriented programs were analyzed. The influence of the level of state target program financing on the macroeconomic indicators of the country and public health was evaluated. An effective model of program financing with varying degrees of indicator influence was developed. The mechanism of attraction of investor financial resources on mutually beneficial terms with the state has been improved. Proposals for the improvement of the state target program control system have been discussed.
